Yes, it's supposed to. Just make sure everything is clean and properly lubed so you won't have one side properly adjusted and the other side stuck open. One thing here: when the shoes are loose and you step on the brake pedal, the pedal will go to the floor or nearly so. If there are buildup in the less used portion of the master cylinder bore, the rubber piston cups can be damaged. Yeah, the idle air control valve sticks frequently. The valve doesn't need to be replaced. Many owners here shared their experience in cleaning the valve and then lubing it with TriFlow to extend the cleaning interval. Toyota redesigned the valve but that didn't resolve the problem. $700 to way out of line. If you must have a dealer do it, they should be able to clean the valve and charge you for 1 hour's labor. Call Toyota's 800 line and see if they still have the free IAC program available....

BTW, I wouldn't recommend Spectra Premium. I order one and it was a Koyo reboxed! I order another it was a poorly made SPI rad that I had to return because it looked like a toy. "ADJUSTMENTS All models are equipped with self-adjusting rear drum brakes. Under normal conditions, adjustment of the rear brake shoes should not be necessary. However, if an initial adjustment is required insert the blade of a brake adjuster tool or a screw driver into the hole in the brake drum and turn the adjuster slowly. The tension is set correctly if the tire and wheel assembly will rotate approximately 3 times when spun with moderate force. Do not over adjust the brake shoes....

If it didn't used to do this then it's probably not normal. Your car may have electronic brake force distribution. Maybe a malfunction there?
