If the brakes squeal lightly first of day parked next to the lawn sprinklers, then it may be OK. If all the time then something may be getting old and not sliding properly. Even cheap $20 Raybestos rotors and the excellent Akebono brake pads should be silent. In fact, I didn't even need to use the stick-on noise shims. So the lamp will be lit when the current flows FROM battery. Like in the case when the engine is not running but the key is in the ignition ON. Everything gets power from battery then.
