Use very long pliers from Harbor Freight. About $6.99 for a set of 2.

I used a stainless steel insert from a "wiperblade rubber" grind the end and
bend it so it is like a hook.

Once you fashion a wire hook to remove those boots, try Toyota wires
next time. I would probably try a wire coat hanger, straightened out
and a small hook formed with needle nose pliers to get under the bottom
of the boot, and then work around the circumference to break the seal
to the plug insulator.
You should be pulling on the boot, not the wire to remove them (twist
while pulling). Yours may be a different design.
There is also a "dielectric grease" you can use on spark plug boots to
keep them from sticking, but have not found it necessary with the
genuine parts.
