Where is the switch that turns on the electric radiator fans located on the
engine?

It should be on the lower end of the radiator. This on/off switch
measures the coolant temperature and turns on the fan. The switch
should be test, and for a 91, the fan should be tested (using the
battery directly). The brush in the motor may be worn out or the
switch gone bad.
www.autozone.com has a free repair guide, but their server is not
working now. So you may want to check there later.

Besides the fan switch/fan motor, a 91 could also have other causes,
such as head gasket issues, plugged radiator, etc. So consider a
complete check unless you're sure it's the swtich/motor.

I removed the radiator, bad leak. No switch in radiator. Must be some
place in block, but I can't locate it.

like the switch is in the diagram:

Under "Engine&EngineOverhaul" -> "Radiator" -> Figure 1
In the diagram you should be able to see "Water Temperature Switch".
Do you have this? Yours should be a 2.0L 3SFE prior to the switch-over
to 2.2L 5SFE engine? Haynes manual at Pep Boys should also be able to
point you there.
