I too have very oily skin. I haven't worn foundation for years and my
skin is still oily, so I don't know that stopping would help you any.
You mentioned you used a good soap -- from what I've read most soaps (bar
soaps, anyway) are too harsh on your face. I think "they" recommend using
gel cleansers on oily skin. I currently use Olay's body wash (it's not a
gel) on my face & it works fine for me. Most cleansers for oily skin that
I've used end up over-drying my face.
I've tried various mattifiers over the years. Some don't work at all,
some work for a very short period of time; none have had a lasting effect.
ClinacOC, Smashbox Anti-shine, Creme de la Mer's mattifier, Origin's,
Revlon/Maybelline mattifiers... What 'works' for me are blotting sheets
(I love clean'n'clear) and powder, but I have to blot/powder 3-4x/day if I
want to try to be shine-free. That's too much maintenance for me!

I'm using Clinique's bar soap for oily skin FWIW.

instead of following with the toner they suggest, i would recommend rinsing
with a basin of clean water with a capful of apple cider vinegar added. the
vinegar removes the alkaline film left behind by the soap, so your skin doesn't
have to produce as much oil to rebalance the pH. also, it feels better right
away!
i don't recall if you said you used moisturiser, but if you do feel like you
need something, try clean and clear's moisturising mist.

Thanks for the tip! Between the MoM tip and this, my skin is actually getting
better. I barely ever moisturize, but if I do, I use Clinique DDML.
