I use Almay non-oily eye makeup remover pads and Clarins one step cleanser.
To remove Kiss Me mascara, water moistened Swispers work perfectly.

My all-time favorite makeup remover and facial cleanser is Pola Salus II.
Nothing else comes close. However, since it is discontinued and my stash is
being depleted, I'm venturing off to other cleansers to see what's out there.
I'm currently using Philosophy Real Purity, which is good, but doesn't always
take every bit of mascara off. I have to be more diligent with it than with
the Salus II. I've also tried several drugstore brand cleansers that come in
tubes, which have been about on par with the Real Purity - that is, good but
not outstanding.

I don't use a separate cleanser to get eye makeup off.

Right now I'm using Molton Brown's Rosewax Soft Liquefying makeup remover. I
can use this on my eyes too, and remove with a washcloth rinsed in warm water.

other favorites include:

Eve Lom cleanser with Boots Time Delay cleanser to remove eye makeup (there's
something in the Eve Lom that irritates my eyes). Both of these are pomade
cleansers

Amanda Lacey cleanser (lovely but very expensive)

RMK cleansing oil and RMK Creamy soap (this is now a bit too drying for me to
use but I loved it in the summertime)

I use regular old Clearasil foaming cleanser and follow up with L'Occitane
Eye Makeup remover which does not sting my eyes.

Albolene.

Cheap, effective, readily available at most drugstores. Takes of all eye
makeup, including waterproof mascara. Works beautifully as first step in
two-step cleansing process (i.e. spread on Albolene, tissue off face makeup,
then wash with usual facial cleanser).

I've said it many ties before, I shall say it again: my all-time fave is
the Body Shop's Chamomile Eye Makeup Remover. I've been using it for
years and years (I think practically since I started wearing eyemakeup),
and I've never found anything I like as much. For me it's very effective
and non-irritating. I wear contacts, so I avoid oily removers. I can't
even count how many bottles of this Chamomile remover I've used up and
replaced.
