In the USA the "F" prefix means a tiller. All the engine model numbers I am
aware of start with a "G". If we assume it is a G28 engine, it is VERY old.
Usually you can get Honda General Purpose Engine info at this website
http://www.honda-engines-eu.com/en/welcome.html
but this engine is too old to be included or maybe they were not sold in
Europe. I work at a small engine repair shop in Lubbock, Texas and will
check my parts lookup system for a part # and availibility but it is very
possible that the starter is no longer availible through the regular parts
channels.If you were armed with a part # you might turn up something on
Ebay.
I'll send whatever info I have, as I noticed no one else was responding,
but this is a group for cars, not GP engines.

it is in a tiller.
it appears to me to be a small motor bike engine but not sure
