I already anticipate the comparison to Nazi concentration camp tattoos, but
this variation was suggested by a black female newspaper columnist.

She suggested that people with HIV be required to receive a very small yet
visible and distinctive tattoo on their genitals. The only people who
would likely ever see the tattoo are potential sexual partners as they
undressed in preparation for sex. The infected could mingle in society
with no one the wiser as to their HIV+ status, there would be no stigma
(as opposed to my proposal to brand "HIV" on their foreheads), and only
those who were about to engage in sex with them would ever see it. And
that shouldn't be a problem, because the infected ALWAYS verbally inform
their potential partners of their HIV+ status, so seeing the tattoo
after being informed would be no surprise at all.

I'm expecting the Nazi Death Camp comparison as it will be rather hard
for the activists to find a flaw with this proposal. Unable to argue
against genital tattoos being helpful when an HIV+ individual "forgets"
to inform his partner, they invoke Godwin's Law by comparing the idea
to Nazis in order to discredit it.
