There is no way that the US Census Bureau knows BETTER
than Stats SA what Stats SA found when it did it's own
headcounts and population surveys. Or with their Death
Notification Form survey.
The US Census Bureau will be the first to admit that.

struggling with the data of the present.

Anyway, you must understand that the data for coming decades
is based on projections.
The data from Stats SA is based on _surveys_. Headcounts.

Read on a little, and you will find that the head of Stats SA is quoting
the UNPF report called "State of the world population: 2004" when
it was released in 2004.

You will also read that he disagrees with their estimates:

"In conclusion, the extreme assumptions of HIV prevalence rates,
the associated mortality rates and the implied impact of HIV on
South African society, suggested by the report are questioned."
