whats the quality of your garter belt? are you wearing it for fun /
recreational needs or for acutal wear? if you are wearing it in pubilc
then you need a more realistic or sturdy garter belt than those that
are lighter and not as sturdy than those for daily day wear.

what's the material and style of your stockings made of? is it
stretchy and very elastic, contain lycra or ultra sheer nylon
stockings?

are the seems stop at back of heels or go to bottom of sole of foot?
are they full fashion cuban heels stockings?

if the garter belt made for recreational use or for personal private
moments, then they will not have the support to keep your stockings
from sagging at the knees or other places for any extended period of
time.
if you are wearing it for actual public or daily wear, then a more
sturdy frim material is needed. like i wear a garter by crown-ette
that comes in the size based on your waist size from 26 to 40. they
are available from national wholesale company by mail order or catalog
for $16 to $14 depending if its on "sale".

another factor is your body type. dont know how old you are , but if
you have hips and back side, then those factors help keep your garter
belt up to counter act to the pull of the stockings.

usually, when i wear a garter belt, i sometimes wear a support brief
for additonal support to keep the garter belt in place and from
shifting around and it doesnt sag as much at the knees. all ultra
sheer stockings eventually sag at the knees if you sit for extended
period of time or bend your knees frequently. also skirts below the
knee kind of hide the sag when you stand up to walk or move around.

most garters have only four straps but if you can find 6 straps, that
will help keep your stockings from twisting or rotating around and
keep them from sagging

to avoid wrinkles: stretch stockings as the foot is in place and not
simply from the top

when attaching your garter to your stockings attach the back garters
first and then adjust the front garters to your stockings. the back
straps should be one or two incher longer than the front straps if you
have four total straps. the back straps should be inch longer from the
side straps, the side straps an inch longer from the front straps if
you have a six strap garter belt.

adjusting belt depends on the type of stocking. if it has lycra, keep
the straps tight because the stocking is very fluid and adjusts to the
pressures of the movement of the legs. if its 100% nylon, the major
concern is not to have it so tight where it pulls your gater belt down
below your waist when walking or standing up so adjust the back if its
a four strap or the side if its six strap with this consideration in
mind.

full fashion stockings (the ones with the cuban heels and reinforced
soles at bottom of foot) seems stay straight better and longer than
other seam stockings. but when new, pull them inside out before
wearing so the "loop hole" in the back of the stocking top on the
outside. i attach the garter to the loop hole in the back first then
the highest and tightest i can in the front of the stocking without
pulling down the garter belt when i walk or sit will keep the seams
steady for the time i wear them with little or now seam adjustment as
the day progress.

(one of miss manner's books give instructions on how to straighten out
your seams to your stockings discretely when you cant go do it
privately. its listed in index under stockings if i recall right)

the size of stockings come in two measurements. they are length and
size.

the basic lengths from the toe to top of stockings are
short (26" to 29")
average (30" to 32")
long (33" to 34")

the sizes are 8 1/2, 9, 9 1/2, 10, 10 1/2, 11and based on shoe sizes
and average proportion of legs or from toes to heel of foot
(note: n=narrow shoe widths aaaa to b, w=wide shoe widths c,d,e)
hosiery size 8 - shoe size 1, 2n, 2 1/2n, 2w, 3, 3 1/2, 3w, 4n, 4
1/2n
hosiery size 8 1/2 -shoes size 1, 2n, 2 1/2n, 2w, 3, 3 1/2, 3w, 4n,

stockings

for christian dior stocking style 1446 (ultra sheer nylon)
short length, shoe size 4, 4 1/2 -stocking size 9
short length, shoe size 5, 5 1/2 - stocking size 10
medium length, shoe size 6, 6 1/2 - stocking size 9 or size 10
medium length, shoe size 7, 7 1/2 - stocking size 10 or 11
tall length, shoe size 8, 8 1/2 - stocking size 10
tall length, shoe size 9, 9 1/2 - stocking size 11

for christian dior stocking style 1443 (ultra sheer nylon)
4' to 5' height, shoe size 4 1/2, 5 -stocking size 9 short (pette)
5' to 5'-2" height, shoe size 4 1/2, 5 - stocking size 10 short
(pette)
5'-4" to 5-6" height, shoe size 6, 6 1/2 - stocking size 9 medium
5-6" to 5-8" height, shoe size 6, 7, 7 1/2 - stocking size 10 medium
5'-8" to 5'-10" height, shoe size 8, 8 1/2 - stocking size 10 tall

sometimes, might have to go one size larger or smaller than the
recommended sizes on the charts.
for example, i am 5'-6", 120 pounds, size 7 shoes but because i have
thinner legs i wear size 9 medium stockings instead of size 10 medium
as indicated on the charts because 10 medium longer and goes
past and beyond the straps of my garter.

I am vertically challenged too, so I have experienced this problem
too.

Most garter belts are made with tall women in mind. A simple (if not
so simple to execute solution) is to shorten the hanging pieces of the
garter belt by either cutting and re-attaching, or folding a bit of
length and sewing in place. I find the cutting and re-attaching
method is better since this way you don't have that extra piece of
material there.

Regarding the pantyhose my guess is the stockings you have are too big
for you.
Make sure you check the size chart in the back of the package and make
sure you are buying a size that is appropriate for your height AND
weight. Even if you are able to find and purchase petite size
stockings you will have to fold some of the stocking material before
attaching to the garter belt. Remember US Petite sizes are for women
around 5'5".

I can't recommend any brands off-hand to recommend to you. The ones I
have (I have about 2 pairs left) I purchased overseas where smaller
sizes are the norm. (maybe you could try to find some French
stockings? French women are, in general, not as tall, and quite
slimer than American women therefore the sizing of French brands may
work much better for you.
