Have it SERVICED.
Recover the old R134. evacuate, recharge with the correct amount of R134.
If its cold then the system is fine and a leak is possible.
It could be a small leak so have a shot of fluorescent dye shot into the
system and in a month have it checked with a UV light.

Low side is 30 ~45 PSI
