- Woman's body, men's pants

I mentioned in an earlier post that the ovely and talented Mrs. Userb3 has
asked me to scan eBay for a cheap tuxedo for her Halloween costume.
I've found a couple of contenders, but am perplexed as to how to handle the
pants size. She has a 9 1/2" difference between her waist and hips, whcich
is clearly more than men's pants are designed for. Obviously, if I size for
the waist, her hips won't fit, and vice versa.
so - as men's pants are sized by waist, should I be look for a size that
splits the difference, or should we size for the hips and plan to take in
the waist?

She might take the jacket off, but the pants stay on (at least for the
party<g>) and should be comfortable.
